CFMS-West was formally incorporated in 2004, and today stands as an experienced, fully independent commissioning company—a member in good standing with the Building Commissioning Association (BCxA). We have grown to provide total building commissioning services, with particular experience in mechanical and electrical systems, as well as specialty-building systems such as archives, data centres, laboratories and renewables. Other services include Energy Audits, Re/Retro Commissioning and facility management services support.

Each of our team members have years of experience with the construction process, the design of mechanical and electrical systems, project management, and total building and LEED commissioning. For every unique project, we assemble a unique team—one that will effectively work with the design, construction and building owner’s teams, to deliver the goals of the commissioning or facilities-management process. Helping to ensure success, each of our senior staff members has considerable years’ experience in commissioning.

OUR FOUNDER
Mel James is a true pioneer of the Canadian commissioning industry. A Welsh national, Mel came to Canada in the 1970s after attaining his certification in electrical and electronic engineering. He gained his experience in the UK working for Sauter Controls in London and shortly thereafter was employed by Honeywell International—a multinational conglomerate. He later worked for MCC Powers (now Siemens), and immediately prior to the establishment of CFMS Consulting, Mel was employed by Smith and Andersen Consulting. It was during his tenure there that CFMS Consulting was established.

He’s worked for some of the country’s largest property managers and has been directly involved with large-scale projects such as Toronto’s Pearson International Airport expansion, where Mel designed the Building Automation System (BAS) system that monitored and controlled over 80,000 points and integrated with 14 other airport systems.
In the past 20 years, years, Mel has been instrumental in the establishment, growth and development of the current CFMS offices: CFMS Consulting Inc., CFMS Alberta Ltd., CFMS West Consulting Inc., and CFMS Atlantic Ltd. All CFMS offices operate independently.

MANAGEMENT
Kevin Pellerin is the President and Owner of CFMS-West Consulting Inc., providing Commissioning Services for South-Western Ontario. Throughout his career, Kevin served as a service technician, installation technician, lead systems specialist and project manager for leading controls systems companies.
Kevin has been involved in the P3 market since 2008 where he began as a Lead Systems Specialist for Johnson Controls at the North Bay Regional Health Centre. He remained onsite as the Operations Manager and was responsible for 19 unionized tradesmen. His experience in this field provided him with valuable experience in understanding the logistics of executing projects and the importance of communication between the project team and owner representatives.
During his tenure at Honeywell, Kevin has acted as the prime consultant for many projects. He was responsible for managing the project, coordinating onsite activities and reporting to the owner on a regular basis. These projects include; an HVAC and chiller upgrade of a commercial building, and complete electrical retrofit and generator installation of a distribution centre.
Since joining CFMS-West Consulting, Kevin has been the Team Leader for multiple major projects and has participated as a Subject Matter Expert for Commissioning; helping to evaluate the project team deliverables, as they relate to delivery of a comprehensive Commissioning Program within their construction plans. He has worked with many building owners and facility management representatives. He has helped CFMS-West expand its services by offering guidance to owners in areas that require additional support. He provides consultation on various aspects of day-to-day operations and ongoing optimization of their HVAC and mechanical systems. He is currently working with various schoolboards with the design development and retrofit of legacy automated systems and pneumatically controlled systems.
He has been able to diligently delegate specific tasks by distributing each one specific to an individual based on their strengths. As a team, we can collectively collaborate on tasks and with consistent communication are able to effectively present and execute the scope of work. This open and consistent communication is key during all aspects of the project with all stakeholders. We have been successful with this approach both in-house and on our projects.
